"The Law is Too Slow" was used in the May, 1923 "Century" magazine to illustrate Mary Johnston's story "Nemesis."

This appears to be an unrecorded first state trial proof before changes to the crowd in the upper right and the shading above them. The "(2)" in front of Bolton Brown's signature suggests that this may be the second proof pulled.
